Subject: Demand for the Rights for ,,Dalits of Nepal"
Dear representative of the Nepali government and representatives of the interests of the Nepalese people,
According to the present constitution of Nepal everybody is entitled to the same basic human rights and it is not allowed to discriminate anyone. However, due to the traditionally prevailing caste system, the people from the fourth, i.e. lower cast People of Nepal are denied these human rights in social and public life.
For instance, it is not accepted in society when members of the fourth caste enter religious and public institutions and private restaurants. Such instances of discrimination occur regularly in every-day life, for example during meal-time in schools. Similarly, people from the fourth caste are ignored and avoided, and may not even be touched. In spite of governmental regulations, members of the fourth caste are practically excluded from social life and individual economic development. It is not possible for them to proceed to a higher caste.
Since this traditional caste system has been maintained even after the change of government in 2006 from monarchy to this new form of state, it is vital to introduce a special focus on development aid and the abolition of discrimination for the fourth caste into amendments of the new constitution for the state of Nepal, which will be proclaimed through the constitutional assembly of Nepal.
With this Letter, we want to show our international social solidarity for those Nepalese who are discriminated due to the caste system. We also wish to draw the attention of the government towards the basic social rights of ,,lower cast people of Nepal''. We strongly demand the Nepali government to invest in development projects for the lower caste people.
Only by means of implementing special programmes which are targeted to the basic rights and upgrade of the social status of the fourth caste is it possible to stop further exclusion of this caste from societal development.
Since the fourth caste people are unable to enforce their rights themselves, their interests are not taken into consideration in governmental decision processes.
Therefore, it is essential, as a sign of international solidarity with the people of Nepal, to advocate the advancement of the fourth caste in Nepal.
Thus, we demand the following:

Thus, we demand the following:
- Establish a law which prohibits and penalises acts of discrimination against members of the fourth caste, and
- Pass a special education bill which ensures free education and financial support for children from the fourth caste.
With this Letter , I strongly support the international call for active political and social advancement of people from the fourth caste in Nepal.
